The United Kingdom and France to Deploy Military Personnel to the Country in the event that a Peace Deal is Agreed

Placeholder Diplomatic Meeting

The British and French governments have signed a statement of purpose concerning the positioning of military forces in Ukraine if a peace agreement be struck with Russia, the British leader, Starmer, has announced.

Following discussions with Ukraine's allies in the French capital, he said that the allies would "establish defense centers throughout Ukraine and construct protected installations for military hardware and equipment" to discourage any subsequent incursion.

The partner countries also put forward that the United States would play the primary role in monitoring a ceasefire.

Moscow has on multiple occasions cautioned that any external forces in Ukraine would be considered a "acceptable aim", but has as yet not responded on this recent development.

Background and Ongoing Hostilities

Russian President Vladimir Putin launched a major offensive of Ukraine in early 2022, and Russia presently controls about 20% of the country's land.

"This constitutes a crucial element of our pledge to be alongside Ukraine for the foreseeable future," stated Starmer.

Heads of state and high-ranking officials from the "Partner Group" participated in Tuesday's talks.

He stated at a shared media briefing, the Prime Minister added: "It creates the pathway for the juridical structure under which British, French, and partner forces could work on Ukrainian soil, securing Ukraine's air and maritime domains, and rebuilding Ukraine's armed forces for the future."

The UK prime minister added that the UK would participate in any American-headed verification of a potential cessation of hostilities.

Protection Pledges and Diplomatic Positions

Top Washington representative Steve Witkoff remarked that "durable safety pledges and robust reconstruction vows are essential to a lasting peace" in Ukraine – mentioning a key demand made by the Ukrainian government.

The negotiator noted the partner nations had "substantially agreed on" their work on establishing such guarantees "in order that the citizens of Ukraine know that when this war ends, it ends for good."

The former US envoy, US President Donald Trump's special envoy, also was involved in the talks.

Separately, French President Emmanuel Macron declared that Ukraine's supporters had made "significant advances" at the talks.

He added that "strong" security guarantees for the Ukrainian government had been agreed in the instance of a potential ceasefire.

President Volodymyr Zelensky said that a "significant advance" had been made in the negotiations, but qualified that he would only consider efforts to be "adequate" if they led to the conclusion of the war.

Last week, he indicated a settlement was "largely prepared". Agreeing on the outstanding 10% would "determine the fate of the peace, the destiny of Ukraine and Europe".

Outstanding Matters

  • Sovereign soil and defense assurances have been at the forefront of unresolved issues for the parties involved.
  • The Russian President has consistently stated that Ukraine's forces must pull back from all of Ukraine's eastern Donbas region or Russia will seize it, dismissing any middle ground over how to end the war.
  • Kyiv has thus far excluded ceding any territory, but has suggested that Ukraine could pull back its troops to an agreed point – but only if Russia does the same.

Moscow presently controls approximately 75% of the Donetsk region and some 99% of the neighbouring Luhansk. The pair of oblasts form the area of Donbas.

The initial US-led comprehensive proposal that was widely leaked to the media last year was perceived by Ukraine and its partners in Europe as being disproportionately favorable in Moscow's favor.

This sparked weeks of focused discussions – with Ukraine, the US and European leaders trying to adjust the proposal.

Recently, Ukraine sent the US an new proposal – as well as separate documents detailing possible defense assurances and provisions for Ukraine's rebuilding, he added.
